MARINE SAFETY INFORMATION BULLETIN [MSIB # 21-09]
November 12, 2009
EXPECTED HEAVY WEATHER AND RECOMMENDED SAFETY PRECAUTIONS
The Captain of the Port Delaware Bay is notifying mariners that projections indicate the potential for heavy weather in the coastal and Bay area of the COTP Zone. The possibility exists that the Port of Philadelphia and surrounding areas will experience high winds up to 55 miles per hour, coastal flooding and increased seas and surf. All vessels, facilities, marinas are asked to take adequate precautions and review the Port Hurricane Contingency Plan, as amended on May 1, 2008, and their individual Heavy Weather Plan. All vessels, facilities, and marinas are urged to monitor the weather and prepare for any possible impact. There are currently no restrictions on the Port of Philadelphia. The COTP will broadcast notification in the event any limitations or restrictions are imposed on the zone of the COTP Delaware Bay. This notification will be broadcasted using VHF-FM radio. The U.S. Coast Guard will provide the best possible advance notification before changing port operational status. Ship’s agents should ensure their ships are provided a copy of the Port Hurricane Contingency Plan. Please reference the Storm Preparation Checklist for Vessels and Minimum Recommended Precautionary Measures for Ships and Barges located on the Homeport website at homeport.uscg.mil/delawarebay.
If there are any questions regarding the contents of this bulletin or expectations of the Captain of the Port, please contact (215) 271-4807.
