MARINE SAFETY INFORMATION BULLETIN

[MSIB # 01-09]

January 8, 2009

NOTIFICATION OF SECURITY ZONES ESTABLISHED FOR EVENTS PRECEDING
THE 2009 PRESIDENTIAL INAUGURATION

The Captain of the Port (COTP) Sector Delaware Bay is notifying the
maritime community that
a security zone will be established in support of events in Philadelphia,
PA and Wilmington, DE
preceding the 2009 Presidential Inauguration. The zone will be in effect
from 8 a.m. until 4
p.m. on January 17, 2009 in the following areas:

• Delaware River, shoreline to shoreline beginning at the Walt
Whitman Bridge south to the Delaware Memorial Bridge.
• Schuylkill River, shoreline to shoreline beginning at the mouth
and ending at the Fairmont Park Dam in Philadelphia, PA.
• Christina River, shoreline to shoreline beginning at the mouth
and ending the public dock at Ship Yard Shops in Wilmington, Delaware.
• Brandywine Creek, shoreline to shoreline beginning at the mouth
and ending 500 yards north of the train trestle located in approximate
position 39 44'23"N, 75 32' 13"W in Wilmington, Delaware.

The security zone will be enforced and vessel traffic will be restricted
from 8 a.m. until 4 p.m.
The COTP strongly urges all agents, pilots, and operators to make
arrangements for vessels to
transit prior to or after these times. However, vessels may, under
extraordinary circumstances,
be granted permission to transit during the enforcement period at the
discretion of the COTP.
Vessels wishing to transit through the security zone during the
enforcement period must request
permission to do so by calling the Situational Unit Controller at (215)
271-4807. Requests
should be made well in advance of approaching the security zone or
getting underway.

Mariners are reminded that these are federally established security zones
and failure to adhere to
the established rule may result in a penalty.

If you have any questions regarding the contents of this bulletin or the
expectations of the COTP,
please contact the Waterways Management staff at (215) 271-4889 or the
Situational Unit
Controller at (215) 271-4807.
