DE-NJ-PA-DELAWARE BAY AND DELAWARE RIVER

1. THE CAPTAIN OF THE PORT DELAWARE BAY HAS ENACTED A NAVAL VESSEL
PROTECTIVE ZONE WITHIN THE CAPTAIN OF THE PORT ZONE FOR THE USS IWO
JIMA WHILE ENROUTE TO AND MOORED AT PACKER AVENUE TERMINAL IN
PHILADELPHIA, PA. NO VESSEL MAY, WITHOUT THE PERMISSION OF THE
CAPTIAN OF THE PORT OR THE COAST GUARD ESCORT PATROL COMMANDER COME
OR REMAIN WITHIN 500 YARDS OF THE PORT OR STARBOARD SIDE OR WITHIN
1,000 YARDS OF THE BOW OR STERN OF THE USS IWO JIMA WHILE IT IS
UNDERWAY. IN ADDITION, NO VESSEL MAY COME OR REMAIN WITHIN 100
YARDS OF THE USS IWO JIMA WHILE IT IS MOORED OR ANCHORED.

2. ALL VESSELS IN THE VICINITY OF THE USS IWO JIMA SHALL MAINTAIN A
CONTINUOUS RADIO GUARD ON VHF-FM CHANNELS 13 AND 16 WHILE UNDERWAY.
MEETING SITUATIONS SHALL BE AVOIDED ON RIVER BENDS TO THE MAXIMUM
EXTENT POSSIBLE. OVERTAKING MAY TAKE PLACE ONLY UNDER CONDITIONS
WHERE THE OVERTAKING IS TO BE COMPLETED WELL BEFORE ANY BENDS IN
THE CHANNEL. THE COAST GUARD ESCORT PATROL COMMANDER MUST BE
NOTIFIED PRIOR TO ANY OVERTAKING SITUATIONS. IN ADDITION, THE
PILOTS, MASTERS OR OPERATORS OF BOTH VESSELS MUST CLEARLY AGREE ON
THE CIRCUMSTANCES OF THE OVERTAKING SITUATION, INCLUDING VESSEL
SPEEDS, TIME AND LOCATION.
