NOTIFICATION OF A REGULATED NAVIGATION AREA ESTABLISHED FOR THE LIBERTY
GRAND PRIX POWERBOAT COMPETITION



The Captain of the Delaware Bay is notifying the maritime community of a
Regulated Navigation Area that will be established on the Delaware River,
between the Walt Whitman Bridge and Ben Franklin Bridge, on October 9th,
2005.

The Offshore Performance Association will be sponsoring a high speed
powerboat competition on the Delaware River. The river will have controls
established in an effort to provide safety for event participants,
spectators, and commercial traffic.



On October 8th, between the hours of 12 PM and 3 PM, contestants intend to
test their race craft on the NJ side of the Delaware River in the vicinity
of the Battleship New Jersey and proceed north to the aquarium. At no
time during the testing will the race boats be permitted to enter the
Federal Navigation Channel. A safety zone or regulated navigation area
will not be enacted and commerce should not be affected.

October 9th, between the hours of 12 PM and 5 PM, traffic will be
prohibited on the Delaware River between the Walt Whitman and Ben Franklin
Bridges.

Mariners are reminded that this is a federally established Regulated
Navigation Area and failure to adhere to the established rule may result
in a penalty.
