SEASONAL ICE PROCEDURES

(ICE CONDITION TWO)

The Captain of the Port (COTP), Philadelphia is notifying mariners that
Ice Condition Two remains in effect in the COTP Philadelphia zone. All
masters, ship agents, owners and operators of vessels, marine facilities
and marinas should review and adhere to the seasonal ice procedures
listed below. These criteria were developed in partnership with the
Mariners Advisory Committee (MAC) for the Bay and River Delaware. No
Regulated Navigation Area (RNA) will be imposed for the COTP Philadelphia
zone this season. Ship agents should generally act as liaison between
the Coast Guard and their vessels. The following restrictions are in
effect:

· Only steel hull vessels may operate north of the Delaware
Memorial Bridge.

· When operating north of the Tacony-Palmyra Bridge vessels must:

o have steel hulls
o operate during daylight hours only unless otherwise specified by
the COTP

· Vessels operating within the Chesapeake and Delaware Canal must:

o have upper and lower water intakes or keel hull coolers
o have steel hulls

· All mariners are advised that some lighted summer buoys have been
replaced with unlighted seasonal buoys.

· Waivers will be considered on a case-by-case basis.

· The COTP Philadelphia has established a safety zone throughout
all inland navigable waters in the COTP zone. Mariners will be notified
of all further restrictions imposed through this safety zone by Broadcast
Notice to Mariners (BNM) and Marine Safety Information Bulletins (MSIB).
