The Coast Guard has issued the following Marine Safety Information
Bulletin regarding hurricane preparations. This MSIB and the hurricane
checklists for vessels and facilities are available on the Exchange's web

NOTICE OF PREPARATIONS FOR POSSIBLE HURRICANE IMPACT

The Captain of the Port Philadelphia is notifying mariners that
projections indicate the potential for hurricane ISABEL to pass near (or
impact) the New Jersey and Delaware shorelines in the next 72 hours.
Hurricane condition WHISKEY has been set and the possibility exists that
the Port of Philadelphia and surrounding areas will experience high winds,
severe thunderstorms, and increased seas and surf. All vessels,
facilities, and marinas are asked to take adequate precautions and follow
the Port Hurricane Contingency Plan dated May 9, 1997 which should
incorporate issued changes dated June 18, 1998 and June 1, 2000 in their
individual Heavy weather Plan. An updated Port Hurricane Contingency Plan
can be found at: htt://www.uscg.mil/d5/mso/philadephia/Huracan.htm. All
vessels, facilities, and marinas are urged to monitor hurricane ISABEL and
track the movement of the storm to prepare for any possible impact. There
are currently no restrictions on the Port of Philadelphia. The COTP will
broadcast notification in the event any limitations or restrictions are
imposed on the zone of the COTP Philadelphia. This notification will be
broadcasted using VHF-FM radio, fax to the Maritime Exchange, and as per
specific requests. The U.S. Coast Guard will provide the best possible
advance notification before changing port operational status. Ship's
agents shall ensure their ships are provided a copy of the Port Hurricane
Contingency Plan. Enclosed is a copy of the Storm Preparation Checklist
for Vessels and Minimum Recommended Precautionary Measures for Ships and
