Covid -19 Virus

Crewmembers will now be allowed to locate and depart via air from surrounding POE’s if no direct flights available from PHL.  Agents will determine if there are any flights departing IAD , EWR or JFK if needed.  Crewmember requesting departure must have either direct flight to foreign country and/or valid visa in order to transit through another country.  No domestic flights will be allowed (no PHL-IAD then IAD to foreign country).  If the agent was able to locate a departing flight for the requesting crewmember(s), they will be transported by Agent or transportation company to airport.  Approvals will be decided on a case by case basis and all approvals must go up the PHL CBP chain of command.

The Maritime Exchange is forwarding the following CBP Pipeline for your information:

This notice is to provide an update on crew processing procedures in place in the Area Port of Philadelphia during the COVID-19 public health emergency.

Effective immediately all crew members, vessel agents or other individuals interacting with CBP personnel during the inspection process must wear a mask covering their nose and mouth unless directed otherwise by a CBP Officer or Agriculture Specialist. CBP Personnel will similarly be masked during their inspections. This step will protect CBP Personnel, crew members and the trade community from unnecessary risk of a transmission of COVID-19.

TO:        Maritime Exchange Members

President Biden’s January 21 Executive Order on Promoting COVID-19 Safety in Domestic and International Travel mandates, among other requirements, that all international passengers arriving by air produce proof of a recent negative COVID-19 test prior to entry and comply with other applicable CDC guidelines, including recommended periods of self-quarantine after entry into the U.S.  For land border entry, the Secretary of State, in conjunction with other relevant department heads, must start diplomatic engagement with officials in Canada and Mexico and release a plan within two weeks of the order that a) reflects those discussions and b) implements CDC guidelines for international travel.

For arrival by sea, the order requires the Secretary of Homeland Security, through the Commandant of the Coast Guard and in consultation with the Secretary of HHS and the Director of CDC, to submit to a plan to implement appropriate public health measures at seaports within 14 days of the order.

Working through the Coast Guard, the Exchange will submit comments requesting the final plans exempt seafarers arriving by air and sea and truck drivers crossing at border ports from quarantine requirements. We will also recommend that the seaport plan specifically prohibit mass detentions of arriving vessel crew members unless a ship specifically reports a COVID infection on board.  We encourage members to review the order and contact Lisa Himber with any additional suggestions.

Terminals in port have not provided written restrictions with regards to COVID- 19

After discussions with the president of the Pilots’ Association and the chairman of the Mariners’ Advisory Committee, we have decided on the following temporary guidelines for outbound deep draft vessels (37’-40’). These windows are intended to maximize the use of the available water when transiting the New Castle and Deepwater ranges. Following the completion of maintenance dredging, these temporary guidelines will be re-evaluated and changes will be made as necessary. <span-size:12.0pt;font-family:"Times New Roman",serif">

 

37’ - 40’ outbound from Packer Avenue including Beckett Street <span-size:12.0pt;font-family:"Times New Roman",serif">

- Vessels may sail 3 hours before low water and up until 1.5 hours after low water at Philadelphia. <span-size:12.0pt;font-family:"Times New Roman",serif">

- Vessels may sail from Paulsboro 1 hour before low water up until 3 hours after low water at Marcus Hook. <span-size:12.0pt;font-family:"Times New Roman",serif">

 Low pressure off the NJ coast will continue to impact our weather

today before pulling away from the area this evening. High pressure

will then ridge across the area for much of Wednesday and Thursday.

An area of low pressure will pass through the central Great Lakes on

Friday, with its cold front crossing the area late on Friday. but

its attached front will cross the area Friday. A weak area of high

pressure will move in for Saturday before another storm system may

affect the area Sunday.
