Maritime commerce is vital to the U.S. economy and the Coast Guard has the responsibility to safely enable the uninterrupted flow of Maritime Commerce.

Non-passenger commercial vessels that have been to the countries noted above or embarked crewmembers from the countries noted above within the last 14 days, with no sick crewmembers, will be permitted to enter the U.S. and conduct normal operations, provided that crewmembers remain aboard the vessel except to conduct specific activities directly related to vessel cargo or provisioning operations.

Presidential Proclamations have placed entry restrictions from persons arriving from or through the following countries: Iran, China (excluding Hong Kong and Macau), the European states within the Schengen Area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland), United Kingdom and Republic of Ireland, and the Federative Republic of Brazil.

CBP will Not board vessels where crew is detained due to above.

Entrances and clearance are being permitted electronically as long as the vessel has called Philadelphia within the last 6 months

Crewmembers will now be allowed to locate and depart via air from surrounding POE’s if no direct flights available from PHL.  Agents will determine if there are any flights departing BWI, IAD , EWR or JFK if needed.  Crewmember requesting departure must have either direct flight to foreign country and/or valid visa in order to transit through another country.  No domestic flights will be allowed (no PHL-IAD then IAD to foreign country).  If the agent was able to locate a departing flight for the requesting crewmember(s), they will be transported by Agent or transportation company to airport.  Approvals will be decided on a case by case basis and all approvals must go up the PHL CBP chain of command.

Terminals in port have not provided written restrictions with regards to COVID- 19

As you know, the Exchange has been hard at work to raise awareness of the plight of seafarers and effect policy change to facilitate crew changes at U.S. ports, and particularly those within the Delaware River.  One of the roadblocks — that the Philadelphia International Airport has been closed to international traffic — has been resolved effective today.  See the brief article issued last week by the airport.

Recognizing that it may be some time before airline schedules approach anything close to normal, CBP has informed the Exchange that it will continue to allow deviations from the requirement to depart direct-to-foreign from PHL for the foreseeable future.  While much work remains before we put this issue behind us, this is definitely a step in the right direction.


Marcus Hook anchorage restrictions

The Maritime Exchange is forwarding the following MSIB from the U.S. Coast Guard for your information:

MSIB 23-20 Update 1 Philadelphia to Sea Maintenance Dredging

Update 1

The Captain of the Port (COTP), Delaware Bay, is notifying mariners that the Coast Guard is establishing two safety zones to facilitate the Philadelphia to Sea Maintenance Dredging. Maintenance dredging will be conducted in Marcus Hook Range and Marcus Hook Anchorage (No. 7) on the Delaware River from August 26, 2020 through October 15, 2020.

Safety zone one includes all the waters within a 250 yard radius of the dredge ESSEX and all associated dredge equipment operating in or around Marcus Hook Range.


Safety zone two includes all the waters of Marcus Hook Anchorage (No. 7) found in 33 CFR 110.157 (a) (8).

Vessels wishing to transit through safety zones one and/or two may do so if they can make satisfactory passing arrangements with the dredge ESSEX, in accordance with the Navigational Rules in 22 Code of Federal Regulations Subchapter E via VHF-FM channel 13 at least 1 hour prior to arrival.

Vessels desiring to anchor within Marcus Hook Anchorage must obtain permission from the COTP at least 24 hours in advance, at 215-271-4807. The COTP will permit up to two vessels greater than 650’ in overall length in the extreme southern portion of the anchorage on a “first-come, first-served” basis. The maritime public will be notified of any changes to vessel traffic patterns or availability of Marcus Hook Anchorage via subsequent updates to this MSIB and Broadcast Notice to Mariners.

Normally, Marcus Hook Anchorage is a 48-hour anchorage; however, vessels will not be permitted to occupy the anchorage beyond 12 hours during this time.

Vessels that require an examination by the Public Health Service, Customs or Immigration authorities will be directed to an anchorage for the required inspection by the COTP. Vessels are encouraged to use Mantua Creek Anchorage (No. 9), Naval Base, Philadelphia Anchorage (No. 10), and Deepwater Point Anchorage (No. 6) as alternatives.

From Delaware River Pilots association:

After discussions with the president of the Pilots’ Association and the chairman of the Mariners’ Advisory Committee, we have decided on the following temporary guidelines for outbound deep draft vessels (37’-40’). These windows are intended to maximize the use of the available water when transiting the New Castle and Deepwater ranges. Following the completion of maintenance dredging, these temporary guidelines will be re-evaluated and changes will be made as necessary. <span-size:12.0pt;font-family:"Times New Roman",serif">


37’ - 40’ outbound from Packer Avenue including Beckett Street <span-size:12.0pt;font-family:"Times New Roman",serif">

- Vessels may sail 3 hours before low water and up until 1.5 hours after low water at Philadelphia. <span-size:12.0pt;font-family:"Times New Roman",serif">

37’ - 40’ outbound from Paulsboro

- Please use reference station Marcus Hook. <span-size:12.0pt;font-family:"Times New Roman",serif">

- Vessels may sail from Paulsboro 1 hour before low water up until 3 hours after low water at Marcus Hook. <span-size:12.0pt;font-family:"Times New Roman",serif">

 The cold front that passed off the coasts of New Jersey and

Delaware during the night will continue to move farther out to

sea. A secondary cold front approaching from the northwest is

forecast to arrive this evening. High pressure is expected to

follow for Saturday into Sunday. A weakening area of low

pressure is anticipated to approach from the upper Ohio River

Valley on Sunday night with a secondary low developing off the

North Carolina coast. Both systems are forecast to continue

moving to the east and northeast and eventually away from our

region on Monday and Monday night. High pressure is expected to

influence our weather from Tuesday into Wednesday. A cold front

should arrive from the northwest on Wednesday night.
