The Maritime Exchange is forwarding the following from the Mariners' Advisory Committee for the Bay and River Delaware for your information.

Navigation Notices Marcus Hook Range Maintenance Dredging (per Norfolk Dredging): On approximately 1/11/2020 Norfolk will commence preparations for maintenance dredging on Marcus Hook Range. Submerged pipeline will be laid from the disposal area, along the Jersey shore outside Marcus Hook Anchorage, under the Logan dock, into Marcus Hook Anchorage, and terminating at a head section just inside the anchorage across from the Trainer docks. Pipeline will be laid into MHA on approximately 1/15 or 1/16. Attached is a map of the expected pipeline route in and around the Marcus Hook Anchorage for the upcoming Philly to Sea 2020 job. Once the pipeline is laid, a PDF will be issued showing the actual location.

The Maritime Exchange is forwarding the following MSIB from the U.S. Coast Guard for your information.

MSIB 03-20 PHILADELPHIA TO SEA DREDGING MAINTENANCE AND DEEPENING PROJECT

The Captain of the Port (COTP), Delaware Bay, is notifying mariners that the Coast Guard is establishing three safety zones to facilitate the Philadelphia to Sea Dredging Maintenance and Deepening Projects. These operations will be conducted in the Delaware River from January 12, 2020 through March 15, 2020. Operations will be conducted in Marcus Hook Range and Marcus Hook Anchorage (No. 7).

Safety zone one includes all the waters within a 250 yard radius of the dredge ESSEX and all associated dredge equipment operating in or around Marcus Hook Range.

Safety zone two includes all the waters of Marcus Hook Anchorage No. 7 found in 33 CFR 110.157 (a) (8).

Safety zone three includes all waters of the Delaware River within 500 yards of the drill boat APACHE and the dredge NEW YORK.

Vessels wishing to transit through safety zones one and two may do so if they can make satisfactory passing arrangements with the dredge ESSEX, in accordance with the Navigational Rules in 22 Code of Federal Regulations Subchapter E via VHF-FM channel 13 at least 1 hour prior to arrival.

Upon activation of safety zone two, vessels desiring to anchor within Marcus Hook anchorage must obtain permission from the COTP at least 24 hours in advance, at (215) 271-4807.

Vessels wishing to transit through safety zone three may do so if they can make satisfactory passing arrangements with the drill boat APACHE or dredge NEW YORK, in accordance with the Navigational Rules in 22 Code of Federal Regulations Subchapter E via VHF-FM channel 13 at least 1 hour prior to arrival.

Rock blasting will be conducted via explosive detonations by the drill boat APACHE intermittently from sunrise through sunset, daily. No vessels may transit through safety zone three during times of explosive detonation. During rock blasting operations, vessels will be required to maintain a 500 yard distance from the drill boat APACHE. The drill boat APACHE will make broadcasts, via VHF-FM Channel 13 and 16, at 2 hours, 1 hour, 15 minutes, 5 minutes, and 1 minute prior to detonation, as well as a countdown to detonation via VHF-FM 16. After every explosive detonation, a survey will be conducted to ensure the navigational channel is clear for vessels to transit. The drill boat APACHE will make broadcasts, via VHF-FM channel 13 and 16, confirming when the channel is clear to transit. Vessels requesting to transit through safety zone three shall proceed as directed by the designated representative of the COTP and shall contact the drill boat APACHE on VHF-FM channel 13 for safe passing information.

The maritime public will be notified of any changes to vessel traffic patterns or availability of Marcus Hook Anchorage No. 7 via subsequent updates to this MSIB and Broadcast Notice to Mariners.

 High pressure centered well to our north extends south into our

region today into Tuesday, meanwhile a weak area of low pressure

moves off the Virginia coast. A weak system quickly moves through

during Tuesday, then a cold front moves through Wednesday night.

High pressure builds across the area Friday, then gives way to a

potentially strong storm system Saturday into Sunday.

the SE with a dominant period of 11 seconds.  A chance of showers

after midnight. Patchy fog after midnight with vsby 1 to 3 NM.

SE winds 5 to 10 kt. Seas 3 to 4 ft. Swell mainly from the

SE with a dominant period of 10 seconds.  Patchy fog early in the

morning. A chance of showers early in the morning, then showers

likely in the late morning and early afternoon. Scattered showers

late. Vsby 1 to 3 NM early in the morning.

 

TUE NIGHT

S winds around 5 kt, becoming NW in the late evening

and overnight. Seas 3 to 4 ft. Swell mainly from the SE with a

dominant period of 10 seconds.  Scattered showers early in the

evening.

W winds 5 to 10 kt. Seas around 3 ft.

 

WED NIGHT

S winds 5 to 10 kt, becoming SW 10 to 15 kt with

gusts up to 20 kt after midnight. Seas 3 to 4 ft. A chance of

showers after midnight.

afternoon. Gusts up to 35 kt. Seas 3 to 5 ft.
