MSIB 14-19 SILVER RUN CABLE PROJECT
The Coast Guard has established a safety zone within the waters of the Delaware River, in the vicinity of Baker Range, between Delaware and New Jersey (see page 2 for chartlet of the project area). The safety zone will cover all navigable waters
in the Delaware River within 300 yards of the cable laying barge ULISSE while it is exhibiting lights or shapes indicating it is restricted in its ability to maneuver per § 83.27 of this Chapter during submarine cable laying operations in and around Baker
Range. Entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port (COTP), Delaware Bay, his designated representative, or the barge ULISSE. Vessels may, without prior authorization from the COTP or
COTP’s representative, transit the safety zone if they meet all of the following criteria:
<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">• Vessel must contact the barge ULISSE and arrange for safe passage.
• Vessel shall maintain the minimum safe speed to reduce wake and maintain steerage.
• Vessel may begin, and must complete, its transit through the safety zone only when ULISSE is not conducting cable laying operations within Baker Range Channel as depicted on U.S. Nautical Charts 12311 or US5DE13M. Cable laying operations within the channel
will be announced via marine radio broadcasts by barge ULISSE, are expected to last approximately 4 hours at a time, and will be visually signaled by ULISSE displaying lights or shapes exhibiting restricted in ability to maneuver.
<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">Operations will be conducted 24 hours a day, seven days a week. The barge ULISSE will monitor VHF-FM Channels 13, 14, & 16.

High pressure across Canada will build south and east, ridging
across the Middle Atlantic by Saturday. The next low pressure system
will approach Sunday and persist across the region into early next
week. High pressure is expected to build in during the later half of
next week.
