MSIB 15-19 NOTICE OF PORT CONDITION WHISKEY (MODIFIED)

The Captain of the Port (COTP), Delaware Bay, has set a modified Port Condition WHISKEY due to the potential for Hurricane Dorian to impact the Pennsylvania, New Jersey, and Delaware area in the next 72 hours. A thorough explanation of port conditions can be found under the local contingency plans tab on homeport at: https://homeport.uscg.mil/port-directory/delaware-bay.

<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">The COTP has determined the Ports of Philadelphia, Camden, and Wilmington and surrounding areas will likely experience heavy rains, tropical storm force winds, increased seas, surf, and tidal surge. Members of the port community should take adequate precautions and review the Severe Weather Contingency Plan. In preparation for high winds, the following provisions of Port Condition WHISKEY are implemented:

<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">• Vessels must have effective mooring and anchorage arrangements for anticipated high wind; vessel agents are asked to notify vessel masters of this requirement.
• Facilities must minimize debris that could become missile hazards.
• Lightering, bunkering, and cargo operations must cease when sustained winds reach 40 mph.
• Vessels and facilities shall conduct a pre-storm self assessment and report any potential hazards or concerns to the Sector Delaware Bay Command Center at (215) 271-4807.

<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">In the event that the COTP imposes further restrictions, they will be broadcasted on VHF-FM Channel 16. Additionally, all notifications will be forwarded to the Maritime Exchange and will be available as requested. The U.S. Coast Guard will provide the earliest possible advance notification before changing the port condition. Please refer to Homeport for additional information.

MSIB 14-19 SILVER RUN CABLE PROJECT

The Coast Guard has established a safety zone within the waters of the Delaware River, in the vicinity of Baker Range, between Delaware and New Jersey (see page 2 for chartlet of the project area). The safety zone will cover all navigable waters in the Delaware River within 300 yards of the cable laying barge ULISSE while it is exhibiting lights or shapes indicating it is restricted in its ability to maneuver per § 83.27 of this Chapter during submarine cable laying operations in and around Baker Range. Entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port (COTP), Delaware Bay, his designated representative, or the barge ULISSE. Vessels may, without prior authorization from the COTP or COTP’s representative, transit the safety zone if they meet all of the following criteria:

<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">• Vessel must contact the barge ULISSE and arrange for safe passage.
• Vessel shall maintain the minimum safe speed to reduce wake and maintain steerage.
• Vessel may begin, and must complete, its transit through the safety zone only when ULISSE is not conducting cable laying operations within Baker Range Channel as depicted on U.S. Nautical Charts 12311 or US5DE13M. Cable laying operations within the channel will be announced via marine radio broadcasts by barge ULISSE, are expected to last approximately 4 hours at a time, and will be visually signaled by ULISSE displaying lights or shapes exhibiting restricted in ability to maneuver.

<span-size:12.0pt;font-family:"Times New Roman",serif;color:black">Operations will be conducted 24 hours a day, seven days a week. The barge ULISSE will monitor VHF-FM Channels 13, 14, & 16.

 A cold front moves across our region late this afternoon and

tonight, then stalls to our south. High pressure will build toward

our area from the north Thursday, while the center of Hurricane

Dorian passes by well offshore later Friday. A weak cold front

moves through later Saturday, then high pressure builds in for

Sunday and Monday before shifting eastward Tuesday.

with gusts up to 45 kt. Seas around 9 ft, building to 13 ft in

the afternoon.  Periods of rain.

diminishing to 20 to 25 kt with gusts up to 35 kt after midnight.

Seas around 13 ft, subsiding to 11 ft after midnight.  Periods of

rain, mainly in the evening.
